Remarks by Spokesperson of the Chinese Embassy in Latvia on China-related issues in the Annual Foreign Policy Report of the Latvian Government

All  humans share a huge stake of survival, and the historical trend of peace, development, and win-win cooperation is unstoppable. Facing profound changes in the world, the times, and history, China promotes to build a community with a shared future for the humankind, proposes the Global Development Initiative, the Global Security Initiative, and the Global Civilization Initiative and calls on the international community to jointly build a world with lasting peace, universal security, and common prosperity, and a world that is open, inclusive, clean, and beautiful,  continuing to inject positive energy into the world.   

China is firm in supporting the international system with the UN at its core and actively calls for an equal and orderly multipolar world and a universally beneficial and inclusive economic globalization. China believes that all countries, big or small, are equal, respects the sovereignty and territorial integrity of all countries and observes the purposes and principles of the UN Charter. China upholds the universally recognized, basic norms governing international relations and practices true multilateralism. In the world, there is only one international system, i.e. the international system with the United Nations at its core. There is only one international order, i.e. the international order underpinned by international law. And there is only one set of rules, i.e. the basic norms governing international relations underpinned by the purposes and principles of the UN Charter. China opposes hegemonism, power politics, unilateralism and Cold War mentality. A small number of countries have arbitrarily imposed illegal and unilateral sanctions, severely undermining the harmony and stability of international relations. The international community should jointly resist such acts.

China stands for fairness and justice and is committed to safeguard the global and regional peace and security. China advocates peaceful resolution of disputes and conflicts through dialogues and consultations. To settle the Ukraine crisis, cessation of hostilities and resumption of peace talk is the only way. China supports all efforts that are conducive to the peaceful resolution of the Ukraine crisis and stands ready to continue playing a constructive role.

China advocates to jointly maintain global strategic stability, actively participates in and stands for upholding and strengthening global arms control and non-proliferation mechanism. Nuclear war must not be fought, and nuclear weapons must not be used.  China is the only country among the five permanent members of the Security Council that has pledged no-first-use of nuclear weapons. China’s nuclear forces are always kept at the minimum level required to safeguard national security and China does not seek nuclear parity or engage in nuclear arms race with any other nuclear-weapon state.

Promoting and protecting human rights is a cause pursued by all countries, and ensuring a good life for people is the ultimate human right. As countries have different histories, traditions and conditions, we must and can only explore a path of human rights development suited to our national conditions in response to the needs of our people. We should advance the international human rights cause through dialogue and cooperation, and oppose politicization and double standard, in particular the use of human rights and democracy as a political tool to interfere in the affairs of other countries.

China stays committed to an independent foreign policy. Independence is the defining feature of China’s diplomacy, and defiance of hegemony is a distinctive feature of China’s diplomacy. No matter what stage of development it reaches, China will never practice hegemony and expansion. China will uphold the common values of humanity, that is, peace, development, equity, justice, democracy and freedom, and continue to advance peaceful, open, cooperative and common development.

Chinese modernization involves a huge population. It aims to deliver prosperity for all Chinese people, promote material and cultural-ethical advancement, and achieve harmony between humanity and nature and peaceful development. By pursuing Chinese modernization, we will boost world peace and development, and make new and greater contributions to the advancement of human civilization. China’s whole-process people’s democracy is a model of democracy that covers all aspects of the democratic process and all sectors of society. It is a true democracy that works and is widely commended in the world.

China stays committed to opening itself wider to the world. Today, the Chinese economy is already an integral part of the global economy. We will continue to expand opening up in a systemic way, promote trade and investment liberalization and facilitation, open the market further to foreign investment, and protect the lawful rights and interests of foreign investors. We will continue to add new momentum to the global economic development, and we welcome all countries to share in the opportunities and benefits created by China’s development. 

China firmly upholds its sovereignty and territorial integrity. There is only one China in the world. The Government of the People’s Republic of China is the sole legal government representing the whole China. Taiwan is an inalienable part of China’s territory. The status quo in the Taiwan Strait is that both sides of the Strait belong to one and the same China. It is the DPP authorities and the external forces supporting and conniving at their separatist agenda that are changing the status quo. No one should underestimate the determination, resolve and capability of the Chinese people in safeguarding our sovereignty and territorial integrity. Realizing the complete reunification of the motherland is the common aspiration of all sons and daughters of the Chinese nation. We will work with the greatest sincerity and exert our utmost efforts to achieve peaceful reunification. China’s position on the South China Sea issue is consistent and clear. China and ASEAN countries are actively promoting to implement the relevant consensus. Countries directly concerned should handle maritime disputes through dialogue and consultation and jointly uphold peace and stability in the South China Sea.

China works actively for a new type of international relations and further expands global partnerships. The China-U.S. summit meeting in San Francisco is conducive to advancing China-U.S. relations in the direction of sound, stable and sustainable development. China-EU Summit in Beijing enhanced mutual understanding, deepened strategic communication, and built up consensus for cooperation. China and the EU are two major forces advancing multipolarity, two major markets in support of globalization, and two major civilizations championing diversity. Amid the increasingly turbulent international situation, the China-EU relationship has strategic significance and implications for global peace, stability and prosperity. It is incumbent on both sides to provide greater stability for the world and stronger impetus for development. China stands ready to work with the EU to uphold the correct positioning of the comprehensive strategic partnership, and to adhere to dialogue rather than confrontation, cooperation rather than decoupling, and peace rather than conflict, to better grasp the direction that China-EU relations should be headed.

Since the establishment of China-Latvia diplomatic relations 32 years ago, the bilateral relations have maintained stable development. Friendly cooperation between the two countries serves the common interests of China and Latvia. The Chinese side is ready to work with the Latvian side, on the basis of mutual respect and seeking common ground while shelving differences, to enhance mutual understanding and trust and strengthen exchanges and cooperation in various fields, so as to achieve mutual benefit and win-win results. It is hoped that the Latvian side would work with the Chinese side and jointly maintain stable and healthy development of the bilateral relations to better benefit the peoples of the two countries.
