Updated Notice for China-bound Passengers on Requirements of Applying for HDC Code

With the rampant COVID-19 pandemic situation and the high risk of cross-infection in international travels, the Embassy recommended the principle of "travel only with essential and urgent purposes".

The requirements of applying for Health Declaration Certificate (HDC) are updated as follows:

1. All passengers who are to depart from Latvia by plane, train, ship, bus or car and fly to China are allowed to transit only once. They are required to take both the Covid-19 nucleic acid (PCR) test and serum IgM anti-body test at the Latvian test institutions recognized by the Embassy within 2 days before the departure, and apply to the Embassy for the green HDC code. For instance, if they are leaving on 3 Sept. the sampling time for the tests is no earlier than 1 Sept, and on the other way, if they take the tests on 1 Sept,they have to leave before 3 Sept. if they take the two tests on separate dates, the earlier date is counted.

The passengers vaccinated are required to travel at least 14 days after the completion of the vaccination.

2. The test institutions recognized by the Chinese embassy in Latvia are as follows:

3. There are two different IgM tests at the Riga East University Hospital Laboratory Service Laboratory "Infectology Center of Latvia" (SIA RAKUS stacionārs "Latvijas Infektoloģijas centrs"), namely SARS-CoV-2 IgM ALINITY, Abbott and SARS-CoV2-IgM Demedictec N-Necleocapsid Protein. Passengers are advised to select as follows:

3-1. Passengers unvaccinated: SARS-CoV-2 IgM ALINITY, Abbott.

To apply for the HDC code, both the serum IgM antibody test (SARS-CoV-2 IgM ALINITY, Abbott) and Covid-19 nucleic acid (PCR) test results have to be negative.

3-2 Passenger vaccinated with inactivated vaccines: SARS-CoV-2 IgM ALINITY, Abbott

Passengers may apply for the HDC code with positive serum IgM antibody test (SARS-CoV-2 IgM ALINITY, Abbott) report and negative Covid-19 nucleic acid (PCR) test result.

3-3. Passengers vaccinated with non-inactivated vaccines: SARS-CoV2-IgM Demedictec N-Necleocapsid Protein.

Pfizer, Moderna, AstraZeneca and Johnson & Johnson vaccines widely used in Latvia are non-inactivated vaccines. Pfizer, Moderna and AstraZeneca vaccines require two doses, and Johnson & Johnson vaccine needs one dose. If passengers choose to be vaccinated, they must get all the required shots at least 14 days before their trip to China.

To apply for the HDC code, both the serum IgM antibody test against N protein (SARS-CoV2-IgM Demedictec N-Necleocapsid Protein) and Covid-19 nucleic acid (PCR) test results have to be negative.

4. Steps to apply for the HDC code

4-1. Log on the website: https://hrhk.cs.mfa.gov.cn/H5/.

4-2. Register with email and log in.

4-3. Fill out the application and upload the following documents:

4-3-1. Passport.

4-3-2. Chinese visa or residence permit.

4-3-3. Latvian residence permit or Schengen visa (for third country citizens only).

4-3-4. Negative Covid-19 Nucleic Acid test (PCR) report.

4-3-5. Negative serum IgM antibody test report (please refer to item 3.).

4-3-6. Vaccination proof (if vaccinated).

The vaccination proof should contain the name, brand of the vaccine, dates of vaccination (first injection, second injection), stamp and signature of issuing agent or doctor. Please upload both the vaccination proof and EU Digital COVID Vaccination Certificate.

4-3-7. Letter of Commitment on COVID-19 Vaccination (if vaccinated, download the attachment).

4-3-8. Travel itinerary (including tickets from Riga to the transit city and from the transit city to a Chinese airport).

5. Special Reminders:

5-1. The following passengers are advised to contact the Embassy 3 weeks before the trip to China:

-- Passengers recovered from Covid-19;

-- Passengers with positive nucleic acid (PCR) test result;

-- Non-vaccinated Passengers with positive IgM anti-body test result or IgG antibody test result;

-- Vaccinated passengers with non-inactivated vaccines with positive IgM anti-body test against N protein (SARS-CoV2-IgM Demedictec N-Necleocapsid Protein) test result.

They are required to email the following documents to the Embassy (ltwylsb@163.com):

­ -- X-ray or CT report with non-abnormal findings.

-- 2 nucleic acid (PCR) test reports (at least 24 hours apart) with negative test results.

After being accessed, the Passengers are required to be self-isolated for 14 days before the trip to China. A non-official statement of isolation together with the above-mentioned documents is to be submitted to the system for HDC code application.

They are required to take the Nucleic Acid (PCR) and serum IgM antibody  test 2 days before departure and apply with both negative test results.  

5-2. Passengers with close contact of the Covid-19 virus

Passengers without wearing masks and other protection who had close contacts with the confirmed Covid-19 cases including those without symptoms are required to be self-isolated for 14 days before taking the Nucleic Acid (PCR) and serum IgM antibody test.

5-3 Seafarers who are to fly to China to join the vessel are firstly required to take the Covid-19 Nucleic Acid test (PCR). Those with negative test reports are required to be self-isolated for at least 14 days before taking the required Covid-19 Nucleic Acid test (PCR) and serum IgM anti-body test for HDC code within 2 days before the departure. A proof for the self-isolation is required from the shipping company. The Nucleic Acid test (PCR) report before self-isolation and the proof for the self-isolation are also required to be uploaded to the system when applying for HDC code. During the isolation, if one is confirmed with COVID-19 case, the rest seafarers traveling together are considered close contacts.

5-4. The Embassy of China in Latvia reminds all passengers to declare their personal information truthfully. Passengers intentionally conceal their health conditions or forge test reports will bear all judicial consequences arising from.

5-5. Passengers are advised to store the green HDC code (specimen below)and save it for another HDC application to the Chinese embassy or consulate in the transit country.
