Xi Jinping Holds Talks with South African Vice President Motlanthe

On September 28, 2011, Chinese Vice President Xi Jinping held talks with visiting South African Vice President Kgalema Motlanthe at the Great Hall of the People.

Xi said, President Hu Jintao and President Zuma signed the landmark "Beijing Declaration" in August last year, lifting China-South Africa relations to a new level of comprehensive strategic partnership. "Our cooperation in all areas has scored many new achievements in the past year. The two countries have witnessed closer high-level exchanges, greater strategic mutual trust, a more consolidated political foundation for bilateral ties, expanded trade cooperation, increased active cultural exchanges and closer cooperation in international affairs," Xi said. He also appreciated South Africa's valuable support on the Taiwan and Tibet issues.

Calling the development of bilateral relationship in the past 10 years "a great leap forward," Xi said it has become one of the dynamic bilateral relationships between China and Africa and even between developing countries. Xi said China and South Africa should join hands and promote their comprehensive strategic partnership for "better and faster" development in the next 10 years. First, Xi called on the two countries to deepen political mutual trust, cement the basis for cooperation and make their partnership a model of solidarity and cooperation between developing countries. Second, he suggested the two sides should expand exchanges between political parties and exchange governing experience to improve governing ability. Third, Xi called for the two sides to tap their respective advantages, enhance economic and trade cooperation and expand energy and financial cooperation. Fourth, he urged both sides to expand bilateral exchanges in human resources training, education, technology, media and other humanities areas. Fifth, he called on both sides to enhance multilateral cooperation within various mechanisms, including the United Nations, World Trade Organization, G20 and the group of countries known as BRICS (Brazil, Russia, India, China and South Africa). The two countries should also keep closer negotiation and cooperation on major international and regional issues and maintain their common interests, Xi said.

Xi said in recent years, under the guidance of China-Africa Cooperation Forum, China-Africa cooperation has yielded fruitful results, bringing tangible benefits to both sides. China is ready to further strengthen cooperation with South Africa to comprehensively implement the outcome of the 4th Ministerial Conference of the Forum on China-Africa Cooperation based on the priorities set in the New Partnership for Africa's Development and make greater contributions to achieving lasting peace and common prosperity in Africa.

Motlanthe first warmly congratulated Xi on the 90th anniversary of the founding of the CPC as well as its glorious achievements. He said that since the two heads of state jointly signed the "Beijing Declaration" last year, the bilateral relations have entered a new stage of comprehensive strategic partnership. He said South Africa will work with China to further expand cooperation in trade, investment, aviation, mineral resources and international affairs. It will also strengthen exchanges and cooperation with China within the framework of the China-Africa Cooperation Forum and enrich the connotations of South Africa-China comprehensive strategic partnership, so as to benefit the two peoples and contribute to Africa's peace and prosperity.

Following the talks, the two sides jointly attended the signing ceremony of relevant cooperation agreements concerning mineral resources, finance and other areas.

Prior to the talks, Xi Jinping held a welcome ceremony for Motlanthe at the North Hall of the Great Hall of the People. NPC Vice Chairwoman Yan Junqi, Vice Chairman of Chinese People's Political Consultative Conference (CPPCC) Luo Fuhe, Vice Foreign Minister Zhang Zhijun, Vice Chairman of National Development and Reform Commission Zhu Zhixin, MOC International Trade Representative & Vice Minister of Commerce Gao Hucheng, Vice Foreign Minister Zhai Jun, Chinese Ambassador to South Africa Zhong Jianhua and other officials attended the welcome ceremony.
